CCBOE adopts resolution to increase Freeport tax exemption

The Cartersville City School Board Thursday night adopted a resolution, approved a school trip and some personnel changes and recognized an outstanding employee.

Due to next Monday and Tuesday being fall break for the school system, the board had a combined work session and regular meeting to take care of its October business.

Board members voted 7-0 to approve Superintendent Dr. Howard Hinesley’s recommendation to adopt the Freeport resolution increasing the Freeport ad valorem tax exemption from 80 percent to 100 percent, beginning Jan. 1, 2016.

The exemption, which must be approved by the Cartersville City Council and also would bring the city up to 100 percent, aims to entice manufacturers and businesses to move to Cartersville by offering them a tax break on their warehoused products.

“This is the final step,” Hinesley said. “We started [the exemption] at 20 percent, then went 40 then 60 then 80 then 100. It’s an opportunity, hopefully, that will down the road increase economic development in our city. I believe the county is already at 100 percent and all the surrounding counties are.”

The 80 percent exemption rate results in about $900,000 not being collected in taxes by the school system each year, and, based on the current tax rolls, the overall impact of the 100 percent exemption “will be somewhere around $1.25 million,” Hinesley said.

“We’re doing this to show our partnership with the city,” he said. “It’s actually the city’s decision, but this resolution shows that we support their action and that we are aware that it will have a tax impact.”

The 80 percent exemption has been in effect since Jan. 1, 2015.

Board members also approved a trip for the middle school wrestling team to attend the Cleveland Team Duals in Cleveland, Tennessee, on Dec. 5.

In personnel matters, the board accepted the resignations of high school teacher Laura Tanner and elementary school teacher Becky Eiler and approved hiring Garrett Boyd as a teacher for the high school and Lori Bolen as the transportation/maintenance secretary.

Kim Nelson, a guidance clerk at the high school, was recognized as the Matthew Hill-Michael Dean HEARTS Employee of the Month for October for her passion and commitment to the students and the school.

Nelson received a $50 gift certificate to LongHorn Steakhouse from award sponsor New Frontier of Bartow County Inc. and had her name added to a perpetual plaque displayed at the school board office.
