Victim in Joe Frank Harris Parkway accident identified

The man stuck and killed on Joe Frank Harris Parkway near Grassdale Road Wednesday night has been identified.

Jack Errol Smalley, according to the Cartersville police incident report, was crossing Joe Frank Harris Parkway north of Grassdale Road while wearing a dark blue hooded sweater and blue jeans. A witness at the scene said Smalley was drunk when he left 1400 Joe Frank Harris Parkway in order to get something to eat. According to the incident report, Smalley was stumbling when he was walking.

The vehicle, a white 2008 Mazda CX-7, was traveling south on Joe Frank Harris Parkway when the driver said she felt a thud against the vehicle and the windshield broke. The vehicle reportedly sustained moderate damage to the front passenger side headlight area, hood and windshield.

According to the report, Smalley was crossing the road in an unlit area outside of the marked crosswalk. Since he was not wearing reflective clothing, the report stated the driver was unable to see Smalley when he was in the road.

No citations or charges were issued.
