Cartersville reappoints board members

The Cartersville City Council made quick work of its agenda during Thursday’s meeting.

The council approved the appointments of Sonny Miller to the Cartersville Development Authority and Beth Tilley to the Development Authority of Cartersville; Kathy Lyles and Jeff Watkins to the Cartersville-Bartow County Convention and Visitors Bureau; and Lehman Smith to the Etowah Area Consolidated Housing Authority.

Next, they heard the first reading of an application to re-adopt the official zoning map of Cartersville.

“Every year, we have to re-adopt the city map showing all the changes made from the previous year,” Planning and Development Director Randy Mannino explained. “It’s one of those annual things we, as a city, have to do.”

Council also heard a rezoning request from Kimberly Johnston to change zoning at 7 S. Bartow St. from R-7 (single family residential) to P-S (Professional Services). Johnston plans to use the house as a professional building.

A resolution to allow city employees participating in the Defined Benefit Plan to borrow against their assets was passed.

“The city has two different retirement plans,” City Manager Sam Grove said. “One combines employee and city funds while the other is employee money only. The employees want to be able to borrow from the plan that uses their money solely.”

In his monthly financial report, finance director Tom Rhinehart reported that general fund revenues increased by $731,667 in January, but expenditures increased by more than $1.6 million, primarily due to increased personnel and operating expenses.

It was the same story for the water and sewer fund — $133,074 increase in revenue offset by $629,430 in expenditures. The stormwater, solid waste and fiber optics funds held their ground.

In other business, the council:

• authorized the fire department to purchase eight air bottles for $6,985.

• approved $6,100 to replace an air conditioning unit at the drinking water lab.

• approved $9,849 to restock inventory items used in the two snowstorms.

• approved $18,000 for a replacement vehicle for the police department.

• authorized the purchase of new vehicles for the Parks and Recreation, Public Works and the Gas Works departments to the lowest bidder.

The Cartersville City Council will meet on Thursday, April 3, at 7 p.m. at City Hall.
