When he approached Moore in his patrol car, the deputy asked him for his identification. Moore provided it without any hesitation, but when the deputy ran a check on the identification, Moore starting running toward the Clarence Brown Conference Center parking lot.
The deputy chased Moore around the back of the conference center, but lost sight of him. After driving up to Roving Road the deputy still did not see Moore. When he started to drive back toward the conference center, a citizen pointed to Moore walking across the nearby field. He was returning to the conference center.
Moore was not carrying the plastic bags he had earlier, but as the deputy approached him behind the conference center, Moore walked out from behind a trailer and had the bags in his hands.
When Moore saw the deputy he started running again. This time he ran in the direction of Roving Road. The deputy pursued Moore on foot and was able to catch him.
In the three plastic bags were several items that, according to the incident report, appeared to be brand new. One of them still had the security strip attached. When the deputy asked Moore if he had a receipt for the items, he said he must have lost the receipt when he was running.
The deputy took all the items to nearby stores and was able to return all but one item to their owners. One store clerk said she had seen Moore 30 to 45 minutes before and said he was acting strange.
Moore was arrested, taken to the Bartow County Jail and charged with three counts of shoplifting and obstruction.
