According to the accident report, the bus that struck the boy was passing the vehicle he had exited. Garrett was dropped off at the bus facility where his mother works, and according to the report, the bus driver failed to activate visual signals.
Cartersville Police Department Capt. J.F. Cline said no charges will be filed in the case.
"Capt. [Jason] DiPrima met with the DA's office, which advised charges would not be feasible," Cline said.
Earlier Tuesday Cline had said the bus' driver remained hospitalized at an undisclosed facility.
