Cartersville moved one step closer to finishing a disaster mitigation plan two years in the making when it approved the purchase of 242 Lee St. during its Thursday night meeting.
The purchase is part of a city program that will demolish three homes on or near Etowah Drive that experience heavy flooding in spite of the city’s attempts to improve drainage in the area. At past meetings City Manager Sam Grove described how one home had so much mold the resident was forced to wear a mask, while another home had its front door caulked shut in an attempt to keep out the water.
The council’s approval allows the city to offer the fair market value of $91,400 to purchase the home and cover closing costs in an amount less than $1,200.
Cartersville has purchased one of the homes, 135 Etowah Drive, and made an effort to purchase the second home, 149 Etowah Drive. However, according to Assistant City Manager Tom Quist in an update to the council, 149 Etowah Drive was foreclosed upon and sold on the courthouse steps in spite of the city’s efforts to acquire the property. Quist and Grove said they would keep trying to buy the property so the house could be demolished.
The council also heard the first reading of a request from Cliff Acuff for a text amendment allowing automotive and light truck rental in the multiple use zoning district.
Planning and Development Director Randy Mannino said the city had received a number of applications for automotive rental businesses in previous years.
“Over the last five or 10 years we continually get this particular request and it hasn’t been allowed. We revised an ordinance in 2009 and left it the way it was,” he said. “It seems to be a legitimate request based on the fact that we do allow other automotive uses only on the arterial or major collector within the MU zoning district. So if we stick to the major roadways it didn’t seem to be a major issue.”
Mannino said after the meeting that while the city had received a number of applications for automotive rental businesses in the multiple use district, this was the first application for an amendment. The city council will see the request’s second reading at a later meeting.
Other city council business included:
• Hearing the first reading of a special use application from Cliff Acuff for property located at 300 Walnut Grove Road to allow an apartment below and behind the building.
• Terminating a contract with Home Development Resources.
• Approving a subordination agreement for 14 Dove Court.
• Renewing employee health insurance through Cigna Insurance.
• Terminating a contract for prescription drug coverage with Data Rx.
• Approving the purchase of 232 water meters from Delta Municipal Supply in the sum of $14,165.
• Hearing the monthly financial statement for September 2012.
The Cartersville City Council’s next meeting is scheduled for Dec. 6 at 9 a.m. with a work session at 8 a.m. The meeting was rescheduled due to the city’s Christmas parade.
