Those cited for certain violations in Emerson now can prepay fines without going to court.

Adopted during Monday night's council meeting, the resolution sets a fee schedule and bonds for offenses. The soil and erosion violation fines range from $100 to $1,000 for more serious infringements.

Previously, offenders had to appear in court to have the fine or bond amount set by a judge. Fees now can be paid prior to the court date.

Emerson city council also:

* Held a second reading and approved the creation of a Chapter 31 of the Code of Ordinances, records retention policy.

* Approved the alcoholic beverages ordinance.

* Voted to place two Emerson Police Department cruisers into surplus. The cars will be auctioned through GovDeals.com.

"They've gotten cost-prohibitive to operate," said Police Chief Stan Bradley, adding that in some situations the vehicles could be unsafe.

* Heard from a resident Mark Adams, who asked to be exempted from trash service. His request was denied.
