Man smokes synthetic marijuana, jumps in Etowah
Tuesday night, a Bartow County Sheriff's Office deputy was called to 436 Old River Road in reference to trespassing. Dispatch had told the officer that a man was "crawling on the ground, talking to himself while pulling up grass and digging in the dirt," according to the incident report.
Emergency medical services arrived before the officer and they requested the officer to upgrade the call to emergency response because of the suspect's "bizarre behavior."
When the officer arrived on the scene he saw the suspect jump into the Etowah River, which was behind the residence. EMS and fire personnel convinced the suspect to get out of the water.
The officer identified the suspect as Joseph Pugachow, who said he had been camping in a wooded area near the residence. He also had been drinking beer and smoking synthetic marijuana, according to the report. Pugachow then said he became extremely thirsty and walked through the wooded area to the residence, as he knew there was a water tap behind the house.
Pugachow refused any medical treatment.
A database check showed Pugachow had two outstanding warrants for probation violation and obstruction. He was arrested and charged with probation violation and obstruction.
