Insurance requirements to affect substitute teachers

Cartersville City Schools Superintendent Howard Hinesley reported during Monday’s business session that the federal Affordable Care Act will drastically change how the system hires substitute teachers.

“You have to track [substitute teachers] by the hour, so these teachers appear to be eligible for health care if they fall into one of two methods of computing ... and tracking their hours; if you track more than 30 hours in a pay period or 3- to 6-month pay period, they will be eligible for health care,” Hinesley said during the board’s regular business session. “We were told the [U.S.] Department of Labor has hired 1,500 people to police us [on computing and tracking hours].”

Hinesley said the change will require the system to switch to a substitute-placement system, either through the national companies Aesop or SubFinder, with the intent of beginning one of the two new systems this fall. He said switching to such a system does not require the board to go through the bid process.

“It is going to bring some major changes, it’s going to reduce paperwork for the schools and for teachers, and a teacher can designate who they want to be a sub for up to five different people,” Hinesley said. “The one remaining challenge is long-term subs ... We’re going to have to come up with something, and one suggestion was to restrict long-term subs to retired teachers.”

He added, “We’re still going to talk to other systems and some other people to see what our options are to make sure we get the best possible subs we can while at the same time not having a financial liability that we can’t afford.”

In other school news, the board recognized 13 retirees representing a total of 293.5 hours of service to the school system.

“If you think about [their years of service], that represents thousands of young people and regardless of the capacity they served in the school system, all those jobs are very important,” Hinesley said. “The impact they’ve had on the lives of students and the success the Cartersville City School System enjoyed [because of their service] will be hard to replenish.”

The board also recognized student Christopher Clete Mullinax for fulfilling all requirements to be certified as a Cartersville High School graduate.

In financial news the board approved the following:

• Lockstep Technology Group, of Duluth, as the low bid of $42,227 to replace the system’s technology firewall and web filter;

• Think CP Technologies, of Irvine, Calif., as the low bid of $56,485 for Dell desktop computers and imaging;

• City Motors of Cartersville, Inc., as the low bid of $21,669 for a Ford E-350 cargo van.
