Taylor authorizes referendum on alcohol sales

Bartow County Commissioner Steve Taylor seemed to be carefully choosing his words as he approved holding referendums to sell distilled spirits by the drink and permit Sunday sales of distilled spirits by the drink.

“Now this is just a referendum,” Taylor said. “By law we have to announce this 90 days before the referendum. It is not any kind of endorsement by Bartow County. It just gives the citizens the right to vote.”

In a later interview, Taylor said the county had received increasing numbers of requests from businesses interested in building restaurants or hotels that would sell alcohol on the Interstate 75 interchanges within the county. Taylor believed such businesses would contribute to Bartow County’s economic growth, but he also restated he was not endorsing approval.

Taylor also approved the sale of 21 mobile homes from a park on Burnt Hickory Road. The county had purchased the trailer park to accommodate the Burnt Hickory-411 extension, a 1.5-mile stretch of road that will divert traffic to U.S. Highway 411 in front of Shaw’s Plant X, creating a perimeter highway of sorts connecting with I-75 to the east, Old Alabama Road to the south, Douthit Ferry Road and Burnt Hickory Road on the west and the U.S. 411 connector to the north.

Taylor also approved amending the county’s 2012 Fund Balance Policy, which established guidelines for maintaining adequate levels of unreserved fund balance to thwart financial risks from unforeseen revenue fluctuations and unanticipated expenditures.

“Our goal is have not less than 3 months operating funds set aside,” Chief Financial Officer Jo Taylor said, “for unexpected drains on the county’s budget.”

In other business, Taylor:

• appointed Tina Archer to the board of tax assessors.

• approved a contract for ceiling work at the former Georgia State Patrol station, which will house the Bartow County Elections.

• approved a contract for $76,000 for new scoreboards at Hamilton Crossing and Manning Mills parks.

• approved a contract for $23,655 for a new fence at Hamilton Crossing Park.

• reappointed Ronnie Evans to the Bartow County Development Authority.

• amended the malt, beverage and wine licenses to allow outdoor sales.

• approved a new contract with attorney guardians ad litem for the juvenile court.
