Cartersville council approves emergency water, sewer rate ordinance

Cartersville water and sewer rate increases scheduled to take effect July 1 are now officially part of their respective ordinances, as approved by the city council Tuesday night.

Finance Director Tom Rinehart said the increases, less than 10 cents for the water rates, took effect July 1, but they were not officially part of the ordinance. He said the water rate for apartments, multiples and commercial meters would rise from $2.42 to $2.47 per cubic 100 feet, and the outsized rate would rise from approximately $3.52 to $3.64. The ordinance section on the sewage rate was updated as well in the same emergency motion, which cited the ordinance’s need to comply with the law.

The council also approved a request from Cartersville Fire Department Chief Scott Carter to support the Bartow County Emergency Management Agency’s application for a federal grant. The grant, handed down from the Federal Emergency Management Agency via the Georgia Emergency Management Agency, is intended to fund the cost of the county’s Multi-Jurisdictional Hazard Mitigation Plan. Carter said Bartow County EMA would be asking all municipalities for their support. He added that the matching funds would be provided through the city providing personnel resources to assist with the plan — meaning there was no direct monetary cost to the city.

City Manager Sam Grove asked if the mitigation plan would have any bearing on future city projects involving potential hazards, citing the city’s 2013 demolition of two houses in a floodplain.

“Exactly, and if we don’t do our due diligence in the preparation of this plan, looking ahead on hazard problems that we’ve got, if it’s not listed in those plans you will not get grant funds down the road. So this is a very important plan,” Carter said.

In other business, the Cartersville City Council:

• Approved the second reading of a speed table ordinance addition.

• Approved a Georgia Department of Transportation Local Maintenance Improvement Grant in the amount of $178,402.89, which requires a 30 percent match.

• Approved a GDOT grant application for the Cartersville Airport in the amount of $135,000, which requires a $7,500 matching portion. Assistant City Manager Dan Porta said the Airport Authority would be providing the matching funds.

• Approved the purchase of a John Deere utility vehicle for the Cartersville Police Department in the amount of $10,393.53 from Snead Ag Supply with forfeiture money.

• Approved designating the mayor and city council as the city of Cartersville’s redevelopment agency for a tax allocation district.

• Approved a gas certificate allowing the Cartersville Gas System to connect to a home.

The next Cartersville City Council meeting is scheduled for Thursday, July 17, at 6 p.m. for a work session and 7 p.m. for a regular meeting.
